There is no published California list of “handyman electrical tasks.” The legal tests are the contract price, whether the work is casual and minor, whether a permit is required, and whether the person is advertising as a contractor or employing others. DataForSEO related keywords captured 2026-10-28 listed “what can a handyman do without a license” at 140 monthly searches, “what electrical work can be done without a license” at 90, “handyman vs electrician” at 20, and “can a handyman replace an electrical outlet” at 20.
This page is the hiring fork. A wall switch or dimmer is the companion light-switch article. Ceiling fans stay on the existing cost and repair posts.
The statute, not a menu
California Business and Professions Code section 7048 applies to casual, minor or inconsequential work below $1,000 including all labor, materials and items, subject to its no-permit and other conditions. It excludes work forming part of a larger operation, division to evade the law, advertising as a contractor, or employing others to perform the work. Do not present price alone as permission to do the job. Read section 7048.
CSLB tells consumers licensing is required for projects requiring a permit, using employee labor, or costing $1,000 or more. The appropriate classification depends on the scope. A single-trade electrical project can require a C-10 specialty contractor rather than a general contractor. See CSLB: What kind of contractor.
ESFI recommends a qualified licensed electrician for home electrical work. That recommendation is about safety, not a second statute.
Unlicensed advertising is a separate rule. BPC 7027.2 lets an unlicensed person advertise construction or home-improvement work only if the aggregate contract is under $1,000 and the ad clearly states the person is not licensed. That advertising permission does not override 7048.
What San Diego’s no-permit bulletin actually says
City of San Diego Information Bulletin 203 lists work that does not require a building permit, including certain minor repairs under $1,000 that replace components with similar materials for maintenance and that do not affect electrical, plumbing, or mechanical installations. Electrical alterations sit outside that “do not affect electrical” line. Confirm the current bulletin with Development Services. Other cities and the County set their own lists. A Poway or Encinitas address is not a City of San Diego address.
How to write the request so the right person quotes it
Name the device: switch, dimmer, receptacle, fixture, doorbell, smoke alarm. Name whether cable will be added. Name whether the panel will be opened. If the panel, a new circuit, or new cable is in play, ask for a licensed electrician in writing.
Warm devices, burning smell, scorch marks, or a breaker that will not reset are a stop. Leave the circuit off. That is an electrician ticket.
Confirm the person who will be on site through CSLB license check. Fix Pro San Diego is a referral service. It matches homeowners with licensed, independent local professionals. It does not perform electrical work and it does not hold a C-10. Call (858) 400-4611. For small mixed punch lists see who to call for small home repairs.
